These unfinished notes include the personal comments and reminiscences of John G. O'Leary, with references to council minutes, as well as events and personalities at Dagenham Urban District Council (1926-1936 and 1957). Also includes his handwritten notes and a typescript version made by Joan Evenden, former secretary to the Borough Librarian who retired in the 1990s.

John G. O'Leary was Librarian for the Borough of Dagenham from October 1929 until his retirement in March 1965. He used his scholarship and strength of character to build an excellent and long-lasting foundation for the library service particularly at the formative time of Dagenham Urban District Council, which had replaced Dagenham Parish Council in 1926.
